There is no single best PBR texture website. Google’s “best PBR texture sites” query is a shopping list. Use the row that matches the day.
Free CC0 — ambientCG and Poly Haven
Start at ambientCG (people still search CC0 Textures) or Poly Haven (Texture Haven). HDRIs and models included at Poly Haven. If the free map is good enough, stop. We say that in public. Details: /matext-vs-ambientcg and /matext-vs-poly-haven. Also /free-pbr-textures.
Blender shop — Poliigon
Textures plus models plus HDRIs in one Blender addon (the donut tutorial reflex). Matext does not sell the sofa. /matext-vs-poliigon.
Unreal / Fab — Megascans
Scanned nature, trees, trims. If that is the environment, stay on Fab. Matext is not a Megascans alternative for forests. /megascans-alternative.
Archviz floors and facades — Arroway

Chaos seat — Cosmos
